Is it illegal for me to download video from sites such as Graboid, but not illegal for them?

How can they legally enable illegal downloading? Is that what’s actually happening?

graboid itself, I believe, is legal. It is the downloads that are illegal. You can download a movie if you own a copy of it, or if it is in the public domain. When asked about the legality by a particular blogger, Graboid responded:

Graboid’s service does not violate any laws in any country (that we know of). The people posting these files are doing it to promote the work of artists they admire. We cannot speak on their behalf on legal issues.

This to me sounds like they know they are in a gray area. They are not technically doing anything illegal, but if you download a movie that you do not have the right to download, you are.

They’re not based in the US, so it takes a while for international law to get rolling and charges to get filed.
