I need the name of a song, but I only know the music video!?

I remember hearing it on the radio, and saw on MTV back in either 2002 or 2003. 2001 even maybe.
It was rock, and the vocalist had lots of piercings.. a lip ring.. and I think an eyebrow piercing..
he wore make-up too.. I think dark lipstick?
In the video he was like standing at this place, a pier or something, and at the end he throws a ring into the water, and there’s another character somewhere at a phone booth, and then he (or she) runs away.

Any idea as to the genre of the music.. I was thinking of musicians who wear makeup like that..
and if i knew the genre it could narrow it down..i suggest going thru the Old MTV video archives and viewing some of the oldies.. if you know the genre of the music.. like rock alternative or rap or something it would help
